Canva is on this list not because it is the most specialised AI ad creative tool -- it is not -- but because it is the foundation most sellers build everything else on top of. The free tier is genuinely substantial: templates for every platform, drag-and-drop editing, brand kit storage, and basic AI features that handle resizing and background removal.
The AI features in Canva have improved significantly. Magic Studio covers text-to-image generation, background removal, image enhancement, and a Magic Design feature that generates a complete layout from a text prompt. None of these match specialist tools at their peak, but they are good enough for most content requirements and the speed advantage of having them inside the tool you are already using is real.
For paid ads specifically, Canva is most useful as a final edit layer. You generate concepts in AdCreative.ai or create product images in Flair AI, then bring them into Canva to add copy, resize for different placements, and prepare the final export. That workflow works well.
What Canva is not: it is not a conversion-optimised ad creative tool. It does not score creative performance, does not integrate with your ad accounts, and does not automate variant generation. It is a design tool. A very good one. Use it for what it is.

HeyGen is the most convincing option for video ad creative that features a person speaking. You select an AI avatar (or create one from your own video footage), write a script, and HeyGen generates a realistic talking-head video with lip sync, natural expression, and your chosen voice.
The output quality is significantly higher than InVideo's avatar videos. The avatars move naturally, the lip sync is accurate, and on mobile screens at ad playback size, the AI origin is not immediately obvious. I have run HeyGen-generated explainer videos as Meta ads across two products and the engagement metrics were comparable to filmed content, which surprised me.
